What services does public broadcasting provide nowadays and how can these be measured? Several quality characteristics are linked to the concept of public value, including collaborations with various social organizations, technical innovation, as well as cultural and economic stimuli. The European Broadcasting Union has initiated a process in which European broadcasters and experts, including the Hans-Bredow-Institut, agree on suitable indicators in order to determine and evaluate the contribution of public service broadcasting to society.
The first proposals were discussed at a conference in Geneva in September 2015. As a result, a booklet was published at the end of 2015 that serves to assist when determining and evaluating the contribution of public service broadcasting to society (http://www.ebu.ch/member-support/psm-contribution-society
). Several members of the EBU currently use it in the course of pilot projects.
