The State of the Internet in Germany: Applying the UNESCO Internet Universality Indicators in Germany (IUI)

In 2018, UNESCO adopted Internet Universality Indicators (IUIs). These allow an assessment of the state of the national Internet and the impact of national Internet-related policies in light of principles such as openness, multistakeholder engagement, accountability and gender equality. Germany participated in the development process through the Expert Committee for Communication and Information of the German Commission for UNESCO chaired by Prof. Dr. Wolfgang Schulz.

An evaluation report based on the IUIs is now being prepared by HBI experts. The results of the survey of the national Internet situation based on these indicators can be used to identify gaps and make recommendations for targeted improvements. The methodology follows the implementation guidelines developed by UNESCO. The HBI team will meet with stakeholders from Germany to ensure that the report paints a complete picture of the potentials and challenges of good Internet-related policy-making.

The project will be coordinated at the HBI by Prof. Dr. Wolfgang Schulz, director of the HBI, and PD Mag. Dr. Matthias C. Kettemann, LL.M. (Harvard), research program manager of the HBI's research programme 2, in which the study is being conducted, together with Hermann-Dieter Schröder, Katharina Mosene, Anna Sophia Tiedeke und Julius Böke.
