The digital world claims to connect us. The law, especially international law, is also seen as a means of pursuing common interests and then realizing them. However, both approaches are subject to criticism. The digital world is fragmenting, and states are building digital walls. Furthermore, the law is only partially fulfilling its promise to establish order and social cohesion in the digital age. Against this backdrop, this volume documents contributions to the 1st Austrian Digital Law Day. Experts in theory and practice analyze the need for new rights in a more digital and globalized world, where traditional instruments of power, borders, and state access are becoming less relevant, and new actors (digital companies) and instruments of power (algorithmic systems) are emerging.
